Charles Edward was born October 22, 1887 in Robinson, Kansas. He was the first child born to John and Katherine (Wilcox) Weibling. He met Oeetah while he was working for the railroad in a section gang. (They laid down the track and drove the spikes in by hand) Oeetah was working as a cook in the cook shack. One day she threw dirty dishwater out of the window of the shack, and it almost landed on Charles. He is quoted as saying, "I looked up and saw the most beautiful woman in the world". Oeetah used to tell the men that if any one of them complained about her cooking, they'd have to do the dishes. One day Charles brother, Dave said, "These beans are so salty I can't hardly eat 'em!". Then he looked over at Oeetah and said, "But that's just the way I like 'em!". Oeetah came from Irish descent, but was named after an Indian woman that cared for her when she was a little girl. Charles and Oeetah were married April 19, 1913, (Charles was the sherriff in Robinson, Kansas at about this time.)
They had four children together (Margaret Eileen, Marvin Eugene, Calvin Lee, and Richard Max) They raised their children, in Robinson, Kansas, in the house their boys were born in.
